I usually wear a 4 or 27 in jeans, and I bought a 7 in that dress. Hoping it fits well, but if not, I can always return it. Check out the reviews on target.com, they're really helpful. Quality wise, it was no different than any other Target manufactured skirt/sweater/short. Price wise some were around 3x more... I found a lot of the shirts average and boring. The only things I found worth paying for were the harness designed things. And I'll probably pick those up when they are further reduced. Not at all, I checked it out in person at my local Target (gainesville fl)
